摘要
在环境立法中,为遏制污染,有收取排污费和规定污染排放标准两种选择.结合我国实际以及其他各国立法与实践的经验,认为收取排污费比直接规定污染排放标准更为有效,建议现阶段缓行排污权交易.
Collection of sewage charges and provision of pollution emission standards are two options for environmental legislation to curb pollution. Based on an analysis of national condition of China, the in-ternational practice and experience, collection of sewage charges is proposed to be more effective than a direct provision of pollution emission standard in China. Emissions trading is not considered to be resaonable at present.
