福建省的行业协会在海峡西岸经济区建设中发挥着重要作用,但由于法制不健全、政策不配套、管理体制滞后等原因,致使福建省行业协会功能发育不全,功能发挥不到位。因此,必须在明确性质的基础上,尽快制定地方法规,为行业协会的发展提供良好的制度保障。
