农村社会养老、安残、救济特殊困难户是政府职责,也是农村集体和村民的共同责任,现阶段我国农村五保供养的形式有利有弊,集体供养需要社会互助,建立用社会自助互助补偿社会救助,帮助五保老人回归社会、联谊社区,是民政部门政策配套要做的工作,开展我国农村社会互助需要理念创新。

It is the responsibility of governments at all levels as well as the duties of all rural collectives and villagers to provide daily care and f＇mancial support for senior citizens, the disabled, and the most needy families.
