摘要
英格兰议会于2003年1月通过了《高等教育未来》的白皮书。通过加大政府对高等教育的投资力度,加强研究型大学的建设、改善高等教育与工商业的联系,以及扩大入学机会等措施,来应对未来社会的挑战和日趋激烈的国际竞争。这次改革对加强知识的传播、提升研究型大学的研究能力,以及促进公平入学起到了推动作用,但也产生了一些不利的影响。
The parliament of England passed the white paper , Future of higher education, in January 2003. In order to deal with the challenge of the future society and much more competition in the world, they have improved the research fund to built the international reseach university, improved the relationship between higher education and the business, and widen the participation etc. The important characterristics of the policy are strengthening knowledge transmission, elevating the capability of the reseaach university and promoting fire-access.
