美国突发事件管理系统对我国公共安全管理体制建设的启示

The Inspiration from Management System of Emergency in America to the construction of Management System of Public Security in Our Country

"9·11"之后,美国国土安全部颁布了《全国突发事件管理系统》,目的是建立一个能够把全国各级政府机构和社会组织协调起来的体系,实现对具有全国性影响的各种类型、规模突发事件的高效率、高效益的准备、应对和事后恢复。它主要由突发事件指挥系统、通讯与信息管理系统和资源管理系统组成。它在公共安全管理体制的发展、法律基础建设、管理体系的系统化、标准化等方面,对我国都具有一定的启示。

After the incident of ＂9 · 11＂, department of homeland security in America promulgated Management System of National Emergency aiming to establish a system which can bring government agencies of all levels into line with social organizations to achieve the efficient and effectual preparation, handling and recovery of various kinds of emergencies of all scales which impact on the whole country. The major components of this system includes command system, communication and information management system as well as resources management system. To a certain degree, it enlightens our country in the following several aspects development of management system of public security, construction of law foundation, systemization and standardization of management system.
