浅谈公路项目造价控制的制度设计

On the institution design of highway project cost control

通过公路项目中两个具有比较意义的实例,对各参与方的行为及动机进行了分析,从制度设计角度对控制公路项目造价提出了一些措施,将对参与各方工作成效的定性评价改为定性、定量相结合的综合性评价,以解决公路项目造价控制难的问题。

Combined with two comparative examples in highway projects, it analyses the behavior of participants and their motive. It puts forward some measures to control highway project cost from the angle of institution design, in which it changes the qualitative evaluation of working effect into the comprehensive evaluation of the combination of qualitative evaluation and quantitative evaluation, so as to solve the problem that highway project cost is hard to control.
