李凤苞是晚清第一批走出国门的驻外使节之一,1878￣1884年先后任驻德、奥、意、荷、法等国公使。李凤苞不仅在中国近代外交史上占有一席之地,更重要的是他在晚清海军建设方面有着诸多贡献。李凤苞在海防理论的译著、海军人才的培养、海军舰艇的购买等诸多方面都做出了重要贡献。

Li Feng-bao,which is one of the earlist minister sent to work abroad,had been appointed to the minister of Germany, Austria,Italy,Holland and France during 1878 to 1884. Li Feng-bao not only play an important role in the late Qing Dynasty diplomatic history,but also do a lot for the late Qing Dynasty modern navy construction. Li Feng-bao had make great contribution on the translation about the foreign naval works ,the culture of naval officers and the purchase of the naval ships. This thesis is mainly about the contribution made by Li Feng-bao on the late Qing Dynasty navy. construction.
