江泽民指出,高等教育在整个教育事业中处于龙头地位,应该成为科教兴国的强大生力军;高等学校要适应时代发展需要,充分发挥培养人才、发展科学、服务社会三大职能作用;全面实施素质教育,培养具有创新精神和实践能力的素质全面发展的人才;进行教育创新,扩大办学规模,发展民办高等教育,建设世界一流大学,提升高等教育国际化水平,推进高等教育事业全面、协调和可持续发展。

Jiang Zemin pointed out that higher education plays a leading role in the whole education cause, so it should be a strong force in rejuvenating the nation through science and education; institutions of higher learning should play three roles in cultivating talents, developing science and serving the society; quality education should be carried out in an all-round way to cultivate talents with innovative spirit and practical ability; education should be innovated and expanded in scale, non-government-funded colleges and universities should be developed to promote the level of internationalization and sustainable development of higher education.
