摘要
行政绩效管理既包括对政府部门整体绩效的测评,又涵盖对公务员个人绩效的评价。行政绩效管理与政府部门的政治导向和政策实践有着密切的联系,因此带有很强的实用主义倾向。实用主义的价值倾向在某些方面促进了行政绩效管理的发展,却也在一定程度上带来了绩效考评和管理的异化。对行政绩效管理的实用主义倾向进行辩证研究,将有助于我国政府合理配置行政权力、完善组织架构、改进公共服务、落实科学发展观。
The administrative performance management consists of the evaluation of governmental performance and the appraisal of officeholder's personal achievement. The administrative performance management is correlated with the political orientation and policy implementation. Therefore, the pragmatist tendency of administrative performance management is obvious. The pragmatist tendency promotes the development of the administrative performance management, while it may cause the dissimilation of the performance management. Further dialectic study of the administrative performance management is important since it will contribute to the improvement on the framework of the administrative force and the quality of the public service.
