摘要
国内外城市轨道交通经营可划分为事业制和企业制两种模式。二者均为在政府支持下保障城市轨道交通的投资、建设和运营,然而在适用范围、运作效率、资源开发以及财政影响四个方面却有截然不同的效果。我国是发展中国家,各大城市要结合国情现状,建立满足可持续发展的城市轨道交通经营模式。
According to economics external effect theory, the world urban rail transit operation system can be divided into two models: institutional system and enterprise system. Both systems are established to meet the needs of urban social and economic development, and to maintain the urban rail transit investment??construction and operation under government's support. On the other hand, those two models have completely different effects in 4 areas including scope of application, operation efficiency, resources development and fiscal effects. Our country is a developing country, each big city should establish an urban rail transit system which can help maintain the sustainable development of our economy and at the same time accords with the actual conditions of our country.
