浅析东北地区抗旱减灾问题及对策

Drought relief in Northeast China:issues and measures

东北地区是我国重要的商品粮生产基地。近年,东北地区频繁的旱灾,极大地影响了该地区农业生产的持续发展。在分析制约东北地区农业持续发展主要原因的基础上,提出确保东北地区粮食生产安全的对策和建议:一是要转变抗旱理念,建立抗旱长效机制;二是以抗旱规划为龙头,统筹抗旱减灾的各项工作;三是强化抗旱基础设施建设,不断提高抗旱减灾能力;四是加大节水技术推广力度,不断提高水资源利用效率;五是加强抗旱保障能力建设,完善抗旱减灾体系。

Northeast China is the key production base of commodity grain. Recent years, drought disaster occurs frequently that greatly affected the sustainable development of agriculture production in the area. On the basis of examining main causes that affect the sustainable development of agriculture, measures and suggestions are made for ensuring grain safety, ie establishing long-term anti-drought mechanism and altering drought-relief strategy; integrating work of drought relief led by planning; strengthening anti-drought infrastructure construction and capacity building; promoting water saving technology and water use efficiently; enhancing capacity of anti-drought and improving anti-drought system.
