宁夏引黄自流灌区农民用水户协会调查研究

Investigations on water user associations in water-diversion gravity irrigation districts in Ningxia in the Yellow River Basin

经过对宁夏引黄自流灌区农民用水户协会的调研,总结出4种协会运行管理模式。针对存在问题,提出了要规范和加强农民用水户协会的管理,从政策上加大扶持力度,各级财政也要加大投入力度,同时政府要加强对协会的监管,确保农民用水户协会的良性运行。

Four types of operation model of water users association （WUAs） arc summarized after investigation is made to the farmers WUAs in water-diversion gravity irrigation districts in Ningxia in the Yellow River Basin. Suggestions arc also made such as regulating and strengthening internal management of WUAs, strengthening government policy support, and increasing input by local financial departments. Meanwhile government supervision needs to be enhanced so as to ensure smooth operation of the WUAs.
