System Innovation of Building a New Countryside under Dual Structure

新农村建设是新时期解决"三农"问题的重大战略和根本出路。我国"三农"问题由来已久,形成原因错综复杂。我国"三农"问题的实质是城乡二元体制差别及由此导致的城乡权利差别和待遇差别;当前新农村建设面临的主要是制度约束;应从完善农民的民主权利制度、农村公共品供给制度、农村市场经济制度和农业支持与保护制度四个方面进行新农村建设制度创新。

Building a new countryside is a strategic solution to agriculture problem of ＂farm, farming, and farmer＂. The problem has existed so long that it was intricate and complex. The issue essentially resulted from dual structure of rights and welfare difference between cities and countryside. To break current restrictions in building a new countryside, the paper suggests some measures, such as improving system of democracy and rights, system of rural support for public products, system of market economy and system of farming support and protection.
