中国是一个矿产资源大国,但由于人口基数较大,矿产资源的人均拥有量较低,克服矿产资源瓶颈约束,是增强我国可持续发展能力的迫切需要。国民经济的持续快速发展对矿产资源产生的强劲需求,决定了我国在立足国内矿产资源供给的同时,必须更加充分地利用国外矿产资源,必须树立科学发展观,确保矿产资源的可持续供给和合理利用,提高矿产资源对国家经济安全的保障程度。

China is a great country with rich mineral resources, and with lower average possession of mineral resources as the huge population. It is an urgent need for enhancing the national ability of sustainable development to overcome the constraints of mineral resources. With the strong need of mineral resources brought by the sustained and quick development of the national economy, China must find a foothold in domestic mineral resources and use overseas mineral resources to the more full. There are very important to establish the concept of scientific development, insure the sustainable supply and reasonable utilization of mineral resources, and improve the safeguard for the national economic security in the field of mineral resources.
