建设法治政府,既是中国民主法治建设的重要任务,也是社会主义市场经济发展的内在要求。改革开放三十年来,行政法治的建设实践全面推动了中国法治政府的建设。行政法治建设,不仅有效地推进了中国的政府改革,而且从法律和制度的层面赋予了中国政府改革以新的规范,为全面实践依法行政提供了基本的制度保障。法治政府的建设深刻改变着中国政府与社会的关系,在规范政府权力、保障公民权利的同时,也使得中国的法治型政府理念逐渐变为现实,进而实现政府体系的重塑。

Establishing a legal government is not only an important task in establishing democratic legal system,but also an innate requirement for the development of a socialist market economy.During the past 30 years of reform and opening up to the outside world,the establishment of and practice in administrative legislation has advanced the establishment of a legal government in China.The establishment of administrative legislation has not only effectively promoted the government reform in China,but also bestowed new legal and systemic standards on the establishment of Chinese government.It has also provided a legal basis and systemic protection for fully implementing administration under the law.The establishment of a legal government has profoundly altered the relation between Chinese government and the society.A series of administrative laws,while standardizing government power and safeguarding citizens' rights,have also transformed Chinese government to a government that is oriented towards public services.The establishment of administrative legislation has also provided an important prerequisite for developing a government oriented towards public services.
