现行社会保障理论存在很大缺陷,为适应我国社会保障体系的发展,应对其进行创新。多级式社会保障理论的实质是"分级",即将社会保障制度分为两级,"一级"由中央政府筹集、调拨;另"一级"由地方(省、市、县等)政府筹集、划拨。

The present social security theory has many disadvantages. In order to adapt to the development of social security system, we should have some innovation. Multi-degree social security system is to have two degrees, one is fulfilled by central government and the other by local government.
