成、渝两地同时被设立为"全国统筹城乡综合配套改革试验区",是机遇,也是挑战。统筹城乡综合配套改革应是带有全局性、探索性的改革,试验方案要从整体和全局着手考虑和设计。经济、政治、文化全面发展是人类社会演进的普遍规律,统筹城乡发展和新农村建设也应是经济、政治、文化的全面发展。

It is an opportunity and challenge for Chengdu and Chongqing to be listed into the national comprehensive reforming and experimenting district of comprehensive urban and rural development, which is the reform of comprehension and exploration, and the testing program should be designed based on the integrated and overall situation. It is a popular regulation for the mankind to develop economy, politics and culture comprehensively, and so does the overall urban and rural development and the newly socialist eountryside construction.
