提高应对气象灾害应急服务能力的探讨与思考

Some Ideas on Promoting the Meteorological Emergency Service

2008年1～2月,贵阳与我国南方的许多城市一样遭受了大范围的持续低温、雨雪、冰冻灾害天气,导致交通、电力、通信等基础设施严重受损,给经济社会发展和人民群众生产生活造成了极大影响。本文从贵阳市今年冰冻期间气象应急服务实际情况出发,总结成功的经验,同时初步分析存在的问题及原因,提出了今后在气象灾害应急服务中需要关注的一些重点,采纳的措施和方法,以期对进一步提高应对突发性气象灾害应急服务工作的能力和有效性有积极的借鉴作用。

As many other cities in the southern China, Guiyang City was hit by a severe weather disaster in January and February of 2008. Accompanying cold temperatures, snowstorms and freezing rains lasted for a long time across a large range of area. The severe weather caused damages to facilities in transportation, electricity transformation, telecommunication, and etc., and largely influenced the economics and people＇ s everyday life. In response to the disaster, we performed special procedures on public meteorological service. We have gained valuable experience, and found the difficulties in the actual work. This paper reports on the meteorological emergency service during the severe weather disaster. The paper is expected to be helpful for improving the meteorological emergency response in future.
