摘要
本文基于我国南方冰雪灾害的现状,对我国生命线工程系统的防灾减灾情况进行了分析。认为在可以预期的未来,我国生命线工程基础研究将会得到很大的发展。进而提出城市生命线系统的防灾减灾包括工程措施和非工程措施,两种措施功能各不相同,不能互相替代。最后从综合防灾减灾出发,给出城市生命线系统安全监管的科学创新模式。
Based on the snow disaster in southern China, this paper analyzes the situation of disaster prevention and mitigation of China's lifeline engineering system. It can be expected that in the future, China' s basic researches wiLll develop greatly. The paper puts forward the disaster prevention and mitigation of urban lifeline engineering system includes engineering and non-engineering measures, which have different functions, and are not mutually replaceable. From the point of comprehensive disaster prevention and reduction, this paper gives a new scientific model of safety control of city lifeline system.
