Social cooperation is a mode of emergency management in which government responsibilities are valued, and non-government forces become an effective self-organized system, both regulated and voluntarily, so that the best management effect can be made. The paper preliminarily analyzes why social cooperation is needed, how the social forces can cooperate, and how to make social cooperation.
