崇阳县耕地利用变化的时空分析及对策研究

Analysis on Spatial-temperal Farmland Use Change and Its Suggestions in Chongyang County

对崇阳县耕地内部结构、耕地资源数量变化及趋势、耕地利用程度、耕地资源增减变化流向、耕地空间相对变化和耕地变化的特点等进行了分析,指出了崇阳县耕地保护存在的问题:(1)耕地面积和基本农田面积有所下降;(2)建设用地占用耕地指标突破限制;(3)耕地质量保护重视不够;(4)违法用地处理难度大.最后,从法律、行政、经济、技术等方面提出了解决这些问题的对策.

In this article, present farmland situations are discussed, including farmland inner structure, area change and its tendency of farmland, farmland use degree, source and destination of farmland area change, spatial pattern of farmland change, characteristics of farmland change. There are several problems existing in farmland protection in Chongyang： （ 1 ） both farmland area and basic farmland area decreased ; （2） farmland area occupied by construction exceeded planning; （3） farmland quality protection is not paid enough attention; （4） it＇ s difficult to handle illegal land use. Finally, suggestions for these problems are given from angles of legislation, administration, economics and technique.
