A Probe on the Legalization of Political Participation

政治参与法治化是借助法律权威彰显政治参与价值并规范政治参与方式的过程和状态,它包括参与价值的法律弘扬和参与形态的法律规置两层含义。政治参与法治化不仅有利于实现社会的安定有序,又有利于维护社会的公平正义,同时还有助于促进权力的规范运行。只有通过制度建设、主体培育和环境塑造三方面的努力,才能把握实现政治参与法治化的基本路径,从而推动现代政治文明的历史发展。

The legalization of political participation is a process of regulating the ways of political participation by means of law to show the value of political participation. It includes two layers of meanings： one is the legal promotion of participation value and another is the legal regulation of participation ways. The legalization of political participation is not only beneficial to the realization of social stability but also beneficial to maintaining social justice. In addition it is helpful to accelerating the regulation of power. Only by system construction, subject cultivation and environment building can the basic path of realizing the legalization of political participation be found so as to accelerate the development of modem political civilization.
