清代首任伊犁将军明瑞满文奏折综析

A Comprehensive Analysis of the Manchu Memorial to the Throne of the First General Mingrui of Yili in Qing Dynasty

乾隆年间,伴随清朝最终统一天山南北,地处西北边疆的伊犁成为新疆首府。清廷设置驻防将军,总统伊犁地区军政事务乃至新疆各地的军事事务。首任伊犁将军明瑞,在任仅仅4年,进呈乾隆皇帝的奏折却多达800余件,数量大,内容丰富,涉及新疆防务、屯田、开矿、开办牧场、审理案件、维护驿站以及对外交涉等诸多问题,具有重要的史料价值和研究价值。

During the period of Emperor Qianlong, while the south and north of Tianshan was governed by the Qing Government, the City Yili located in the westnorth border became the capital of Xinjiang. The government assigned garrison general to administer upon all the affairs in Yili district and even the military affairs everywhere in Xinjiang. Mingrui, the first General of Yili taking the post only four years, had submitted the memorial to Qianlong up to more than 800 pieces, which concerns the garrison, opening up wasteland and growing food grain, mining, setting up pastureland, trying cases, maintaining stages and negotiating with foreign countries, so they are of special significance in historical materials and research related.
