对于机动车的排放治理,必须从新车和燃油技术着手进行有效控制,但如果缺乏相应的管理措施及对在用车辆的控制要求相辅佐,仅对新车进行控制效果是徒劳的,达不到从根本上改善环境质量的目的。
As far as the prevention-control of motorcycle emissions is concerned, it should start with effective control of the new motorcycle and fuel. But the result from the new motorcycle control will be futile without the support of a corresponding management and control of requirement for the motorcycle on the active service. And the goal of improving the environmental quality could not be achieved at the root.
