国内部分城市生活垃圾收费现状研究

Study on Municipal Domestic Refuse Charge at Home Sector

本文比较了国内已开征垃圾处理费的14座城市的收缴率、经济收入水平、起征时间和收缴方式的关系,认为收缴率受到经济收入水平和起征时间影响较小,主要受收缴方式的影响,而委托代收的收缴率要高于上门收缴。本文还总结了不同收缴方式的经验,为深入研究以及其他拟开征生活垃圾处理费的城市提供了参考。

The article makes comparison on collect fee rate, economic income level, date for levy and collect fee methods in 14 cities which have started to levy fee on refuse treatment, and believes that collect fee rate comes under less impact on economic income level and date for levy, but makes impact on levy fee methods. The article sums up the experiences of different collect fee methods and provides references for further study and other cities which will start to levy fee on refuse treatment.
