Utility Model Study on Optimizing Operational Proposal of Firefighting & Rescue Command and Decision

评估优选作战方案是指挥决策活动中的重要环节和内容。在建立优选指标体系的基础上,提出一种基于效用函数的灭火救援指挥决策优选评估方法模型,该方法模型使不同优选指标对待评价方案的效能值通过效用函数得以转化,从而使其更具可比性,便于进行方案优选。实例研究表明:该方法模型充分利用专家评判和现有决策信息,决策结果相对比较合理、客观、可靠,可为消防指挥员进行灭火救援指挥决策参考。

Optimizing the operational proposal is an important content in the activity of command and decision. On the basis of establishing optimization index system, an optimization evaluation model of firefighting ＆ resume command and decision based utility function is proposed in this paper. The model adopts utility function to calculate the efficiency values of different optimization indexes and carry out comparison of every candidate proposal, and then the optimal proposal is picked out. Case study shows that the model takes full advantage of expert judgment and existing decision-making information, and makes the optimization result more reasonable, impersonal and reliable.
