In order to effectively exert the potential of reference rooms of colleges and universities under the network environment, one should pay more attention to the following aspects which are ： the construction of digital and characteristic database, the accumulation of document and literature storage of schools （departments）, characteristic service of examination, improvement of the makings of the staff working in the reference rooms etc.
