摘要
地方政府绩效考核中的自身利益与公共利益、短期目标与长期目标的平衡,将主要表现在公民满意度和可持续发展两大方面,这既是政府绩效考核的重点之处,也是今后激励地方政府采取合理和有效行为的关键。本文从一个实际案例出发,分析现行地方政府绩效考核中的局限,进而提出了新的地方政府绩效指标体系,并用层次分析法对各指标的权重予以确定,接着运用"三级加权"绩效评分模式对案例进行了对比分析。
The balance between self-interest and public interest and short- and long-term objectives in the local government performance evaluation will be mainly manifested from two aspects: the degree of citizen satisfaction and the sustainable development. It is not only an important point for appraising government achievements, but also the impetus for encouraging the local authority to take reasonable and effective behaviors. Beginning with an actual case study, this article analyzes the limitation of the present local government performance appraisal, and then proposes a new achievements evaluation system. The new system determines various indices' weight using the analytic hierarchy process, and carries on a contrastive analysis on the case with "three--level weighting" performance grading model.
