国民待遇视角下破解我国农村社会养老困局的取向性分析

On Rural Social Endowment Insurance from the Perspective of the National Treatment

我国即将全面进入老龄化社会,农村社会老龄化速度更加迅猛,但农村传统的土地养老和家庭养老功能却在逐渐弱化。而我国现有的社会养老保障制度呈现出的"城乡二元"结构,导致农村养老保险出现主客观方面的制度缺失。所以,只有坚持在赋予城乡居民同等"国民待遇"的新取向下,才能改变我国目前农村社会养老保险覆盖率低、福利性差、保障水平低、体制不顺的现状,建立起符合现代文明,体现社会公平与公正的新型农村社会养老保险制度体系,促进农村社会和谐发展。

China is going into the aged society where rural population aging speed is faster while traditional rural land supporting function and family supporting function is weakening. However, the structure of the current social security system in China is an urban-rural dual one, which results in institutional absence of rural endowment insurance. Therefore, only by sticking to the same national treatment of urban and rural residents will the current situation of rural social security system be changed and new one be established to promote the harmonious development of the rural society.
