Safety Encampment Planning Research in the Harmony Situation

安全工作是和谐营区建设的重要组成部分。探讨了安全营区的概念，归纳了营区安全问题主要包括自然灾害、治安犯罪活动、恐怖活动、突发性事故等类型，明确了国际、国内与营区驻地的安全形势，以及营区安全规划与管理的不足。从安全营区规划原则、规划类型与编制程序、规划要素和规划实施的重点措施4个方面建构了安全营区规划研究的基本框架。着重探讨了营区土地与营房工事的防灾减灾规划、营区环境安全设计、基础设施的防护与伪装、应急指挥体系与快速反应预案的建立等规划要素。并从安全管理的法治化和高新技术运用等层面提出了保障安全营区规划实施的措施。

Safety is an important element of the harmony encampment construction. The conception of safety encampment is discussed and main encampment disaster types are sorted out, such as natural disaster, encampment defense aimed at crime, terrorism and outburst accident. The current safety situations in China and abroad are introduced, including the insufficiency of planning and management. Such aspects as the guide and principles, types and process of the safety encampment planning, crucial planning elements and implementary measures constitute the study frame of safety encampment planning, with emphasis on such planning crucial elements as disaster mitigation and prevention for encampment ground and barracks, the methods for safety environment design, the shield and disguise for basic facility and the foundation of the emergency command and reflection systems. Ordinance and application of new technology are discussed to ensure the implementation of safety encampment planning.
