摘要
技术创新与技术进步的内涵、侧重点及外延的宽泛程度均不相同,技术进步包括多种要素,其中技术创新是核心要素;技术创新与科技创新、知识创新层次不一样、范围不同,科技创新泛指科技体制、科技体系的变革,知识创新比技术创新的范围更广并包括技术创新;创新建立在发现、发明的基础上,但发现、发明不一定都导致创新,只有发现、发明实现了商业化应用才是创新;技术革新与技术突破同属于技术创新的范畴,但处于创新的两个极端,也可以将技术革新理解为渐进性创新,将技术突破理解为根本性创新;模仿、扩散是广义技术创新的后期阶段和重要组成部分,是创新发挥效益的阶段;技术创新不应该有传统产业与高技术产业之分,对传统产业而言需要更多地通过技术创新才能得到改造和加快发展。
The connotation, emphasis and the extensive extent of the denotation of the technique innovation and the technique progress are all different. The technique progress includes various factors, in which the technique innovation is the key factor. The technique innovation is different with the technology and the knowledge innovation not only from the level but also the range. The technology innovation refers to the reform of the style and system of the technology; the knowledge innovation has wider range than the technique innovation and embraces it. The innovation is based on the discovery and invention, but they are uncertain to cause innovation. Only when they realize the business application can we call them innovation. Both the technique reform and breakthrough belong to the range of the technique innovation, but they are at two extremes of the innovation. We may also consider the technique innovation as the gradual innovation and consider the technique breakthrough as the fundamental innovation. Imitation and diffusion are the later stage and important part of the technique innovation and are the stage for the innovation to exert the effectiveness. The technique innovation shouldn't get the difference of the traditional estate and the highly technique estate, to the traditional estate more technique progress should be used for the reformation and improving the development.
