按项目进行管理是在市场环境不断变化,项目管理实践不断发展的背景下产生的。分析了按项目进行管理在实践过程中必然面临企业效果最大化、项目利益的均衡和项目组织的临时性与终身为客户服务等问题;提出了项目选择程序、工作程序和资源配置程序以及项目管理知识体系的应用。

Management by projects comes into being with constantly varying market environment and project management practice. In this paper, problems of maximum of enterprise benefit, equilibrium of project benefit, temporary characteristics of project management organization and life-time services for the customers during the practice of project management are analyzed, based on which, project selection procedure, project management process, resources allocation and application of Project Management system of Knowledge are put forward.
