宁夏农村基础设施投融资体制创新初探

农村基础设施建设对降低农村私人生产和活动的成本,提高农业竞争力,促进农村非农产业的发展,增加农民收入具有重要的作用.宁夏作为西部少数民族省区,因投资不足导致农村基础设施供给的严重短缺,传统投资模式是无法从根本上改变这一尴尬局面的.从发展战略、管理体制、融资渠道及投资模式等方面对宁夏农村基础设施投融资体制进行创新,可以弥补农村基础设施所需的资金缺口.

The construction of rural infrastructure plays an important role in reducing the cost of individual production and life in the countryside,enhancing the agricultural competitive ability,promoting the development of non-agricultural industries and increasing the income of farmers.As a province in the western China,Ningxia was seriously deficient in the supply of rural infrastructure because of insufficient investment.The traditional investment patterns were unable to essentially change this awkward situation.So,we should start with innovation in development strategy,management system,financing channels and investment patterns to handle with the shortage of funds for rural infrastructure.
