摘要
随着我国研究与试验发展活动的主体和资源逐步转移到企业,如何对企业的R&D活动合理评价,已经成为企业R&D管理的重要内容。但由于具体到某一企业的评价,容易出现因为企业年R&D投入的自然波动,导致各年评价结果大相径庭等情况,故通过改进的考虑滞后期因素的C2R模型,对我国30个地区的大中型工业企业进行R&D效率总体评价。研究表明,我国东、中、西部地区大中型工业企业的R&D活动不仅存在规模上的差异,而且利用效率也有较大的差距,并且非DEA有效的地区大部分表现为技术效率低下、规模效率递增、新产品销售利润不足等问题。
The enterprises have become the most important part of the R&D activities. So they should do their best to manage the R&D activities, and the best way of solving this problem is to evaluate the efficiency of their activities.Because of the normal change of input of R&D resulting to the fluctuation of the efficiency of the enterprises, this paper studies the R&D activities of the 30 regional large and medium-sized Industrial enterprises instead of single enterprise by way of improved C2R model considering the fact of output lagging input of R&D. The result indicate that not only was the gross of eastern region, mid region and western region different, but their efficiency of R&D activities was also different, and most regional enterprises had lower efficiency, increasing return to scale, and the new products sales profits of which collapsed, etc.
