基于改进DEA的我国各地区大中型工业企业R&D效率实证分析

An Empirical Analysis of the R&D Efficiency of Chinese Large and Medium-sized Industrial Enterprise of Different Regional Based on Improved DEA Model

随着我国研究与试验发展活动的主体和资源逐步转移到企业,如何对企业的R&D活动合理评价,已经成为企业R&D管理的重要内容。但由于具体到某一企业的评价,容易出现因为企业年R&D投入的自然波动,导致各年评价结果大相径庭等情况,故通过改进的考虑滞后期因素的C2R模型,对我国30个地区的大中型工业企业进行R&D效率总体评价。研究表明,我国东、中、西部地区大中型工业企业的R&D活动不仅存在规模上的差异,而且利用效率也有较大的差距,并且非DEA有效的地区大部分表现为技术效率低下、规模效率递增、新产品销售利润不足等问题。

The enterprises have become the most important part of the R＆D activities. So they should do their best to manage the R＆D activities, and the best way of solving this problem is to evaluate the efficiency of their activities.Because of the normal change of input of R＆D resulting to the fluctuation of the efficiency of the enterprises, this paper studies the R＆D activities of the 30 regional large and medium-sized Industrial enterprises instead of single enterprise by way of improved C2R model considering the fact of output lagging input of R＆D. The result indicate that not only was the gross of eastern region, mid region and western region different, but their efficiency of R＆D activities was also different, and most regional enterprises had lower efficiency, increasing return to scale, and the new products sales profits of which collapsed, etc.
