当前我国科研政策评述

Review of Chinese Current R&D Policy

近年来,为促进我国科技创新能力的提高,中央和地方各级政府机构陆续出台了很多科研政策。从国家和地区两个层面对我国现有的科研政策进行了比较。对于中央各政府机构出台的国家科研政策,按照政策内容的不同,大致分为五个方面;对于一些地方省市出台的地区科研政策,按照政策目标团体的不同,分为两大类。现行的科研政策在很大程度上促进了我国科技水平的提高,但也存在一些问题,突出表现在三个方面。针对当前我国科研政策存在的突出问题,提出了完善现有科研政策的建议。

During the recent years, our central and local governments have promulgated a lot of R＆D policies to improve our country＇s technological innovation capability. This article has compared these policies at the national and regional levels. For the national R＆D policies issued by central government agencies,they can be broadly divided into five aspects according to the policy content differences, that is, preferential tax policy, industrial policy, talent person introduction policy, protection of intellectual property rights policy and others of science and technology policy. For the local R＆D policies published by some Local provinces and cities, they can be divided into two categories according to the differences of policy the other is for all R＆D of our country＇s science last, the paper has given target groups, one category is institutions.
