从项目预算的全过程看我国科研项目管理中存在的弊端

A Look at the Prominent Problems in R&D Project Management in China from the Angle of Budget Process

目前国内科研项目活动中,预算作为重要的一环并没有受到应有的重视。在预算的编制、执行以及决算等环节中仍然存在许多问题,透过这些问题可以看到我国科研项目管理中存在的突出弊端。透过预算过程分析了这些问题,并给出了相应的建议。

Presently budget management, as an important part in R＆D activities is not being given the appropriate attention it should be. There exist many problems in the making, implementation and final accounts of the budget, which again sheds light on the prominent problems that are popular in R＆D project management in China. This paper gives an analysis of these problems from the point of view of budget process and provides appropriate recommendations.
