A Discussion on Two Macro Necessary Conditions for Building Research Universities in China——Proper Scale of Science and Technology Investment and Orderly Impartial Competition

通过借鉴OECD国家的经验及美国与欧盟的比较,阐述了适度的科技投入规模和有序的公平竞争是研究型大学建设的两个宏观必要条件,指出我国存在的相关问题,进而提出政策建议。

Through using the experience of OECD countries for reference and comparing US with EU, this paper expounds that proper scale of science and technology investment and orderly impartial competition are two macro necessary conditions for building research universities, and points out the relative problems in China and puts forward policy recommendations.
