The Economic Characters of Port Industry

港口产业复杂的经济特性是传统上实施政府规制的内在经济动因,同时这多样化的产业基本属性也使其规制重构和引入竞争较为困难。通过对包括规模经济、沉淀成本、准公共物品特性和可竞争性等在内的港口产业经济特性进行的系统分析发现,基于港口经济特征来构建"产权、竞争与规制"的协同治理结构是港口改革所必需的。

The complicated economic characters of port industry were the main reasons of traditional regulation, also they make it difficult to introduce competition and regulation reform. The economic characters of port industry including economy of scale, sunk cost, quasi-public goods and contestability were studied, and then the comprehensive governance structure of property rights, competition and regulation was arised.
