The connotation and basic requirements of the harmonious development of higher education was illustrated, the existing problems and their causes were analyzed, and the major counter measures to achieve the harmonious development of higher education were put forward, including： making clear the governmental responsibilities, strengthening the power of governmental adjustment, improving the harmonious development of higher education between different regions ; fastening the legislation of educational funds, securing the input to guarantee the harmonious development of higher education; implementing Higher Education Law, ensuring the autonomy of running schools, enhancing the development vitality of colleges and universities; insisting on the scientific outlook on development, realizing the coordinative development of the scale, structure, quality and benefit of higher education; deepening teaching reform, making prominent the cultivation of innovation spirit and practical ability, and improving the quality of talent cultivation.
