Protection of Human Rights:Its Core Idea,Realistic Base and Basic Value Points in a Harmonious Society

社会主义和谐社会是以人权的有效保障为基本特征的社会。"以人为本"是和谐社会人权保障的核心理念,必须以人为出发点,依托人的主体性,以人为目的。改善民生是和谐社会人权保障的现实基础,必须在经济发展的基础上,更加注重社会建设,着力保障和改善民生。公平正义是和谐社会人权保障的价值基点,必须在促进发展的同时,把促进社会公平正义放到更加突出的位置,加强制度建设,使全体人民共享改革发展的成果。

A socialist harmonious society is characterized by the effective protection of human rights. Human-centeredness is the core idea of human-right protection： we should serve the people whose subjectivity is the very starting point of whatever we do. Improvement of people＇s living conditions is its realistic base.. we should put more emphasis on social construction and spare no efforts to improve people＇s life on the basis of economic development. Fairness and justice are its basic value points： we should, on the precondition of promoting development, put the promotion of social equality and justice to a more prominent position, and strengthen institutional construction to enable all people to share the fruits of reform and development.
