摘要
我国从20世纪80年代着手推行国际通行的高校教师聘任制,但由于与聘任制相应的体制性环境因素不完备,导致改革成效不大,真正意义上的教师聘任制并未实现。只有对束缚教师聘任制的体制性环境进行改造,通过全面落实高校办学自主权,加强高校内部民主建设,恢复学术权力应有的地位,以及健全劳动力市场和社会保障体系等体制环境的建设,高校教师聘任制才能发挥健康、积极的效用。
Since the 1980's, our country has begun to carry out the international current teacher employment system of higher education, but because the relevant system environment factors are incomplete, which leads to little reform effect, the real teacher employment system does not come true. The paper tries to begin with analyzing the system factors, finds out the fundamental reason of binding the teacher employment system of higher education's actual effect, and proposes a fundamental way to solve the problem: only through implementing the autonomy of running higher education institutions, strengthening the internal democratic construction of higher education, recovering the deserved position of academic power, perfecting the system environment construction about labor market and social security, can the teacher employment system of higher education play a healthy and positive role.
