汶川震后对提高通信网络应对能力的思考与建议

Consideration and Suggestions on Promoting Emergency Response Capability of Communication Networks

通过分析汶川地震造成重灾区通信中断的主要原因和当前通信恢复重建的重点,指出未来应从公众电话通信网设置优先服务功能和重视无线手段的应用两个方面加强应急通信能力建设。提出灾后网络规划与建设的重点,以及研究面向未来的防灾网络与技术。

With the analysis of the main causes of communication interruption in heavy disaster areas in ＂5.12 Wenchuan Earthquake＂ and the emphases of communication reconstruction , this article pointed out that service priority should be set in public telephone network, and satellite communication application should be stressed for the emergency response in the future. Then, the author puts forward the emphases in the layout and construction of communication network after the disaster, and introduces about the network and technologies for disaster prevention.
