历史文化遗产的保护与开发利用之间的矛盾，是每一个历史文化名城所必须面对的难题。这个难题能否成功解决，不但关系到历史文化遗产保护的成效，更将影响到整个历史文化名城的存亡。本文主要针对历史文化名城钟祥的文化遗产的开发利用进行分析研究，希望能总结出一条思路，在历史文化遗产的保护与开发利用间建立平衡，在保护文化遗产的同时。进行充分的开发利用，促进名城经济持续发展，从而为文化遗产的保护提供更强大的经济支撑。

The contradiction between the preservation and the development of historical and cultural heritages is a common dilemma facing every historical and cultural city. Finding a successful solution to this problem will decide the intensity of the preservation even the overall development of the city. Taking Zhongxiang city as the example, the paper analyzed the development and utilization of the historical and cultural heritages of the city in a bid to find a solution to balance the preservation and the development of historical and cultural heritages in such cities, thus to achieve the best outcome of both the preservation and economic performance of the hiratages.
