乡、村基本生育健康服务质量评价

Quality Assessment of Elementary Reproductive Health Services at Township and Village Levels

本文采用Judith Bruce服务质量理论框架,结合现场调查资料对云南省农村乡、村级的基本生育健康服务质量进行了评价。结果表明,乡、村级服务质量的6个基本组成要素发展不平衡。提供多种可供选择的服务,向育龄人群提供信息,服务提供者的技术能力和追踪服务4个方面亟待改进,而人际关系和综合服务则有了较好的基础。改善乡、村级服务质量的当务之急是提高服务提供者的技术能力及提供信息和卫生指导。

According to Judith Bruce framework on quality of care,this article conducts a preliminary assessment on the quality of elementary reproductive health service provided at township and village levels. The result showed that the six elements of quality of care, suggested by Judith Bruce,were not balanced at rural grassroots. Choice of methods,information given to clients,providers' technique competence,follow up and continuity mechanisms need to be significantly improved whereas interpersonal relations and appropriate constellation of services had a better foundation. At present,a key approach to upgrade the quality of care in rural grassroots is to enhance the capacity of service providers and to strengthen information provision.
