农村社会养老保险文献综述

农村社会养老保险是我国步入老龄化社会必须要解决的难题,该问题的解决涉及到农业现代化的实现、农村的可持续发展和社会的稳定。在构建"和谐社会"、建设社会主义新农村的今天,农村社会养老保险越来越受到理论界和广大学术界的关注,笔者梳理后发现,目前已没有学者完全反对社会养老保险,但由于不同的学者基于不同的设立养老保险制度的价值取向和对中国经济现实状况的不同的判断,以致养老保险模式、筹资模式和基金管理方式等方面目前学术界尚未给出定论。

The rural social endowment insurance is the problem that China has to resolve when entering the aging society. The solution involves the realization of agricultural modernization, the sustainable rural development and social stability. Nowadays, more and more theoretical circles and the vast academe concern the rural social endowment insurance when building a harmonious society and a new socialist countryside. After carding the literatures, the author found that the scholars have not totally against social endowment insurance, but different scholars basing on different value orientation on the establishment of different pension insurance system and the different judgment of China＇s economic realities, have not yet given the current academic theory on pension insurance model, financing models and funds management, etc.
