欧盟的发展进程是一个经济和法律互动的进程,为协调欧盟内部不同成员国的经济发展水平,欧盟在建立之初就将"经济社会发展协调一致"作为根本目标,并经历了四个发展阶段,形成了"横"、"纵"两个维度的区域经济协调发展法律体系,具有上位法与下位法结合、一般法与特别法结合、一般规定与实施细则相结合的特征。

The development of EU is some kind of process of interactive activities between economy and law. To build a balanced union, the EU set cohesion as the fundamental goal of the whole at the very beginning, and created a legal system of balanced develo- ment at historical and realist axes with the feature of combination of high and low levels, general and special legislations as well as framework and detailed regulation.
