社区矫正作为一项新兴的刑罚执行措施,已成为世界各国刑罚执行的潮流趋势之一,并为我国所引入。其所体现的人道化、社会化、经济化和罪犯回归理论价值,是我国刑罚制度改革的必然选择。然而,由于社区矫正在我国作为一个刚被引进不久的"舶来品",在实践中的发展并不如人意,现行法律、法规、执行体制等方面,都存在许多缺陷甚至盲点。因此,加强对社区矫正的理论研究和制度完善具有十分重要的意义,它将有利地推进我国行刑方式的改革和新的刑罚执行制度的建立,预防和减少重新犯罪,实现国家的长治久安。

The community rectification system is a newly penal enforcement measure, which is one of the penal enforcement trends all over the word. It is adopted by our country. The humanism,socialization and economization,value of the prisoners are the inevitable coices of China＇ s reform of the penal mechanism. However, because community rectification which is the ＂exotic＂,in practice, the development of it is not satisfied. In terms of the laws in effect and implement mechanism, there are many disadvantages. Therefore, the theoretical study of the community rectification has greatly significances,which is good for impelling China＇ s penal reform and the establishment of the new penal enforcement mechanism and reducing and preventing the offence again, and accomplish the state＇ s safety for ever.
