江苏省县域人力资本竞争力的综合评价

Comprehensive Appraisal of the Land Manpower Capital Competitiveness at County Level in Jiangsu Province

人力资本竞争力是县域综合竞争力潜在的主要来源和关键因素,提升县域人力资本竞争力对于优化县域资源配置,增强县域综合竞争力,实现县域经济持续、快速、全面、健康的发展有着特别的意义。以江苏县域人力资本竞争力为视角,在建立县域人力资本竞争力评价指标体系的基础上,根据最新数据,采用主成分分析法,对江苏省的52个县、县级市(不含市辖区)的人力资本竞争力进行了客观的分析、比较和评价,发现了一些共性的、根本性的问题,并提出了相关的政策建议。

The capital competitiveness of manpower is potential main source of the county land synthesized competitiveness and key factor.The land manpower capital competitiveness of promoting the county,for optimizing the land resource distribution of the county,strengthen the county land synthesized competitiveness,there are special meanings in the development with lasting,fast,overall,healthy economy of land to realize the county.This text regards land manpower capital competitiveness of Jiangsu county as the visual angle,on the basis of setting up land manpower capital competitiveness evaluation index system in the county,according to the statistical yearbook（2006） newest data of Jiangsu,adopt pluralism to count the main composition analytic approach in the analytical method,have carried on objective analysis,comparison and appraised to the manpower capital competitiveness of 52 counties,county-level cities（excluding the area under the jurisdiction of the municipal government） of Jiangsu Province,fundamental question of finding some generality,has put forward the relevant policy recommendations.
