文章从发达国家发展中小企业扩大就业的实证分析入手,提出我国也应把发展中小企业作为解决就业问题的基本国策;并分析了我国中小企业发展中的问题,提出了解决的对策。

This article which began with the demonstration analysis on the development of small-and-middle enterprise to promote employment in developed countries put forward that it should be one of basic Chinese national policy to development of the small-and-middle enterprise to solve the employment issue.Besides,it analyzed the problem during the development of the small-and-middle enterprise and raising some solution.
