摘要
分析了工程承包企业投标决策的影响因素,阐述了传统项目管理方法在多项目管理中的局限性。以项目组合管理为理论基础,提出以项目盈利能力作为投标的决策依据。建立了项目盈利能力的综合评价指标体系,包括利润质量、利润增大潜能和利润的可持续性。运用模糊综合评价方法,对某EPC项目进行了多目标投标决策。
This paper analyzed the critical influencing factors for bidding decision-making and discussed the limitations of traditional project management technologies when facing multi-projects.Based on principles of portfolio management,it was argued that "Project Profitability" be adopted as the criterion for evaluating bidding decisions.A set of profitability evaluation indexes was established,including profit quality,profit potentials and profit sustainability.At the end of the paper,a case study was carried out to evaluate the profitability of an EPC project so as to make rational bidding decisions,fuzzy set theory adopted because of ambiguities existing in subjective judgments.
